RESOLUTION NO.68/NQ-CP DAY 1/7/2021 – SOME POLICIES THAT VSC EMPLOYEES ARE SUPPORTED

     Almost a month has passed since TP. Ho Chi Minh City and areas of the Western provinces implement the order of distance according to CT16 of the Government. Accompanying the tightening measures to prevent the spread of Covid-19 in the community are the difficulties and challenges that businesses and factories are facing. Facing these difficulties, many factories and enterprises have chosen to maintain production by means of "3 places", "2 locations - 1 road". However, the reality shows that this operating motto is no longer appropriate, businesses now have to bear a lot of costs, not to mention the risks of the outbreak of outbreaks on the spot. Even many businesses were forced to accept the suspension of production activities and factory closures.

     Facing difficulties that businesses and employees are facing, in order to accompany and share these difficulties, on July 1, 2021, the Government issued Resolution No. 68/NQ-CP on a a number of policies to support employees and employers facing difficulties due to the COVID-19 pandemic.

     The subsidy of VND 26,000 billion was determined by the Government to support workers and employers facing difficulties due to the impact of the COVID-19 pandemic, contributing to the recovery of production and business, and minimizing the impacts. negative effects of the pandemic, stabilizing production and business, ensuring life and safety for workers. It can be said that Resolution 68 was born not only to stick to reality to offer a synchronous support package of the Government but also to show the humanity of the policy, with the motto "Leave no one behind". during the pandemic. Contributing to solving difficulties in the fight against Covid may be prolonged.

     Before the stressful situation of the epidemic, Southern Textile Corporation Limited - Vinatex (referred to as VSC) has also been affected by certain factors:

  - For the office block of the Corporation: All officers and employees will move to work from home.

  - Vinatex Bac Lieu Factory Branch: Divided into 2 production shifts (each shift < 300 employees)

  - Branches of Vinatex Can Tho and Kien Giang factories: apply 3 on-site production lines and warehouse parts, loading and unloading to export and keep heat for production, the rest temporarily suspend production activities.

     So, what policies will VSC and employees enjoy in the support package according to Resolution 68, let's find out:

 

1. Policy to reduce the payment of occupational accident and occupational disease insurance

  - Employers are entitled to apply the rate of 0% contribution to the salary fund as the basis for paying social insurance contributions to the UI and occupational disease fund. That is, the user previously paid social insurance at the rate of 21.5%, from July 2021 to June 2022 only pay 21%.

  - Employers support the full amount for employees to prevent COVID-19 pandemic.

  - Application period: from July 1, 2021 to June 30, 2022.

  - Apply to VSC and 3 factories 

 

2. Support employees to suspend labor contracts, take unpaid leave (Group affected by social distancing)

  - Conditions: Temporarily suspending the performance of the labor contract, taking unpaid leave during the term of the labor contract, from 15 consecutive days or more. Participating in compulsory social insurance in the month preceding the suspension of the labor contract or taking unpaid leave.

  - Support level will apply as follows (note support 1 time)

a) 1,855,000 VND/person for employees who suspend the performance of labor contracts or take unpaid leave from 15 consecutive days or more to less than 01 month (30 days)

b) 3,710,000 VND/person for employees who suspend the performance of labor contracts or take unpaid leave from 01 month (30 days) or more.

c) An employee who is pregnant or an employee who is raising a child under 6 years old is entitled to an additional support of 1,000,000 VND/child.

Thus, VSC currently has two factories, Can Tho and Kien Giang, which are entitled to the support of this policy for employees who are temporarily suspending their labor contracts. Factories are compiling a list to send to the Social Insurance Agency for confirmation and carry out necessary procedures for employees to enjoy support.


3. Policy to support employees who stop working

  - Conditions: The employee is suspended from work under Clause 3, Article 99 of the Labor Code 2019 and is subject to medical isolation or in blocked areas at the request of a competent state agency for 14 days or more. from May 1, 2021 to December 31, 2021. Participating in compulsory social insurance in the month preceding the cessation of work.

  - About the level of support (Note support 1 time)

a) 1,000,000 VND/person.

b) Pregnant employees, employees who are raising children under 06 years old are supported an additional 1,000,000 VND/child.

          ► VSC factories and offices are also compiling the list and necessary procedures to send to the Provincial People's Committee where the headquarters is located.

 

4. Policies to support employees in training, retraining and improving vocational skills to maintain jobs for employees

  - Conditions: pay full unemployment insurance for employees; there is a change in structure and technology; having revenue of the preceding quarter before the time of requesting support reduced by 10% or more compared to the same period in 2019 or 2020.

Note: there is a plan to coordinate with vocational institutions with a training plan.

  - Support level: 1,500,000 VND/person, maximum 6 months.

          ► The Kien Giang factory is making documents to submit to the provincial Department of Labor for consideration for 70 employees.

 

5. Loan policy to pay wages to stop working, pay wages to restore production

  - Conditions: Employees participating in social insurance until the month immediately preceding the cessation of work, must stop working for 15 consecutive days or more as prescribed in Clause 3, Article 99 of the Labor Code 2019 during the period from May 1, 2021 to May 1, 2021. ends March 31, 2022.

         + For employers who have to suspend operations at the request of a competent State agency to prevent and control the COVID-19 epidemic from May 1, 2021 to the end of March 31, 2022

          + Have a plan or plan to restore production and business

          + No bad debt at the credit institution at the time of loan application.

  - Loan amount, loan term:

          a) Borrowing capital to pay salary for work stoppage: a maximum loan equal to the regional average salary for the number of employees according to the time of actual pay stoppage payment up to 03 months;

         b) Borrowing capital to pay wages to employees when production is restored: the maximum loan is equal to the regional average salary for employees working under labor contracts.

          + Maximum period of support policy is 03 months

          + Loan term is less than 12 months 

     Currently, VSC has two factories temporarily suspending production and if eligible employees are entitled to the group of "contract suspension, unpaid leave", they will not be able to borrow the above loan. If the 2 factories cannot apply the group of “temporary suspension of contracts, unpaid leave”, they will be in the group of “stopping work” for more than 14 days.
The above are some support policies that VSC and employees can receive, currently VSC has been deployed quickly to contribute to speeding up procedures to help employees quickly access this support package. Together we get through difficult times.

     While waiting to receive the subsidy from the support package NQ68 (it may take some time to complete many procedures and documents), VSC has implemented an advance for the amount that the employee can receive from support package, to help employees get through this difficult period in time. No matter what, VSC always accompanies and protects the best interests of employees and hopes that the pandemic will pass quickly, VSC will continue to join hands with employees to build an increasingly developed VSC. develop and improve the quality of life for all officers and employees.

     Hopefully, the above specific sharing about the support package from the Government under NQ68 will contribute to sharing difficulties for all employees and employers in general. As well as all staff - employees of Vinatex in particular.
