Two objects are supported max

On March 28, 2022, the Prime Minister issued Decision No. 08/2022/QD-TTg stipulating the implementation of the policy on housing rental support for employees. According to Decision No. 08/2022/QD-TTg, there are two beneficiaries, that is, employees who are working in enterprises, renting or staying in motels from February 1, 2022 to June 30, 2022, who have a contract with them. VND 500,000 support/person/month, up to 3 months.

The second subject is employees who return to the labor market, rent or stay in accommodation from April 1, 2022 to June 30, 2022, with a labor contract, and receive a support of 1,000,000 VND/person/month , up to 3 months. Decision No. 08/2022/QD-TTg takes effect from April 1, 2022, it is expected that about 3.4 million employees will benefit from the support package of VND 6,600 billion. This policy was created to support workers who have been severely affected by the Covid-19 pandemic in the past two years.

Talking to the press about Decision 08/2022/QD-TTg of the Prime Minister, Director of Employment Department, Ministry of Labour, Invalids and Social Affairs Vu Trong Binh said: Decision 08 of the Prime Minister at this time is very important. . Because the labor market during the Covid-19 pandemic has been damaged and there are some workers who do not return to the labor market or return but are not secure, they are easily removed from the labor market.

“Policy to partially support employees in renting motels for the purpose of restoring the labor market. The employees who are working, they can rest assured to work for at least 3 months. For those employees who have not returned to the labor market and are still in their hometown, they will be assured to return to the labor market for at least 3 months. Thus, the policy of supporting employees with accommodation rents also helps to supplement the labor force for the labor market", emphasized the Director of the Employment Department Vu Trong Binh.

 

Solutions to avoid policy profiteering

Many experts, representatives of employers and employees all said that the Prime Minister issued Decision No. 08/2022/QD-TTg not only to support employees with rent but also indirectly to help businesses. retaining employees as well as recovering the labor market after the Covid-19 pandemic, there is a shortage of workers. Not only that, the support policy is a motivation for employees to stick with the enterprise, as well as be assured that production and labor productivity will be improved.

Decision No. 08/2022/QD-TTg takes effect from April 1, 2022, the time to receive dossiers is until August 15, 2022. Regarding the implementation procedure, from the time the employee requests for rent support to the time the support fund is received is within 11 days, with very clear regulations.

But the question raised by public opinion is how to implement policies and procedures to create favorable conditions for employees and avoid policy abuse? Regarding this, Director of Employment Department Vu Trong Binh responded: The procedure for implementing the policy is as simple as possible. But in order to avoid policy profiteering, it will be through the database system of the social insurance agency and the national database on population of the police in each area to confirm the object and monitor.

Second, we rely on the supervision of the Vietnam General Confederation of Labor and the residential community in the process of certifying the accommodation for employees... The implementation of the policy must ensure the fastest but not profiteering; maximum creativity and IT application.

The policy to support employees with rental accommodation is very humane, and will support workers in businesses with rent in the near future. In Decision 08/2022/QD-TTg, it is stated very clearly that when an employee makes an application, it must be certified by the owner of the inn. When the enterprise receives the application, it will continue to summarize and confirm it on that list and then send it to the social insurance agency to confirm the subjects participating in social insurance. Those who are not eligible to participate in compulsory social insurance shall base themselves on the salary book.

“We see that Decision No. 08 stipulates quite closely in the procedural stage for us to submit to the competent authorities the list as well as the application for appraisal and approval of the beneficiaries of support according to the decision of the Prime Minister.
